Colorado law mandates all-payor claims database
A new law in Colorado mandates the creation of a statewide database of all-payor claims to be operational by Jan. 1, 2013, and outlines the formation process.
Under House Bill 10-1330, the executive director of the Department of HealthCare Policy and Financing will appoint an advisory committee within 45 days of the law's effective date. The executive director will also appoint an administrator of the database.
When making appointments, the executive director, under the bill, will include at least two members who reside in a rural community with a population of less than 50,000 or who represent rural interests.
"The committee will make recommendations regarding the creation of the framework and implementation plan for a Colorado all-payor claims database for the purpose of facilitating the reporting of healthcare and health quality data," stated the bill.
According to the bill, the committee will make recommendations to the administrator, including:
The appointed administrator will report to the governor and the general assembly on funding efforts and recommendation statuses by March 1, 2011. According to the bill, if sufficient funding is received through grants, gifts and donations on or before Jan. 1, 2012, the administrator, with consultation of the advisory committee, will create an operational Colorado all-payor claims database no later than Jan. 1, 2013.

- Specific strategies to measure and collect data related to healthcare safety and quality, utilization, health outcomes and cost;
- Data elements that foster quality improvement and peer group comparison; and
- The facilitation of value-based, cost-effective purchasing of healthcare services by public and private purchasers and consumers.
